Ever wondered how Collateral Underwriter evaluates your URAR 1004? Where do those curious requests and comments come from suggesting alternative comparable sales? Or, how your condition and quality ratings are disputed? Is C/U used for sending your appraisal to the state board?
In this class, Marty Wagar will demystify what generates these and other C/U requests. You’ll learn about the Collateral Underwriting (C/U) program and process, including its system of automated review. He’ll also discuss the recently implemented Loan Collateral Advisor by Freddie Mac and its goal to identify “potential words and phrases” in appraisal reports that may suggest bias.
You’ll come away with a better understanding of guidelines, explanations and rationales when filling out the 1004. The likely result: a higher review score and fewer revisions in your day-to-day appraisal practice.

Martin J. Wagar has been a real estate appraisal professional since 1974. He’s certified in Michigan & Florida, holds a Michigan real estate broker’s license, and is a REALTOR® emeritus. Martin has an IFA-s designation through the National Association of Independent Fee Appraisers and an RAA designation through the National Association of Realtors®.
In 2009, Martin founded the AMC Midwest Appraisal Management Group. After retiring in 2014, he helped bring the entire appraisal process “in house” for a large mortgage company overseeing appraisal quality control and regulatory compliance in 14 states. As president of Wagar & Associates, Martin provides consulting service and is a nationally recognized expert on appraising, appraisal regulations, and compliance.
